Bill retired from Blanchard Valley Health Association in 2001, after serving as its president and CEO for 36 years. After graduating from Collinwood High School in Cleveland, Bill earned a B.S. degree in Pharmacy from Ohio Northern University, an MBA with concentration in health administration from Xavier University, and a Doctor of Jurisprudence degree from the University of Toledo Law School. In 1997 the University of Findlay granted Bill an Honorary Doctor of Healthcare Management degree and Ohio Northern University awarded him an Honorary Doctor of Public Service degree in 2003.

Bill is a director of Commercial Savings Bank and Commercial Bancshares in Upper Sandusky and a trustee of the University of Findlay. He's active in the community, serving on several boards, including past chair of the Findlay-Hancock County Chamber of Commerce and the Findlay-Hancock County Community Development Foundation. He is presently associated with the Findlay law firm of Drake Phillips Kuenzli and Clark.

A Rotarian since 1983 and a member of the Findlay Rotary Club, Bill has served as the club's president and chaired the Past Presidents' Committee. Following two terms as an Assistant Governor of District 6600, Bill served three terms as chair of the Assistant Governors' Committee. In 2002-03 he was chair of the district's Polio Eradication Committee, the same year he served as District Governor. He continues to serve District 6600 as chair of the Past District Governors' Council.

Bill and his wife Donna live in Findlay where Donna is involved in community affairs and is also a real estate broker. The Ruse's son, Robert, also lives in Findlay with his wife and two daughters; he's the city's Director of Safety and Service. Their daughter, Becky, and her husband reside in Las Vegas, NV, where they own a private business.
